this is strange… only certain cities eligible?
I live close to one of the major cities listed (78km)and would certainly be able to pick up the prize or pay the extra travel time on any wins requiring installation. I have entered using the closest city – not being able to win a prize discourages me since I am required to make my purchases in these areas.
